ADNOC Approved HSE Officer
Shades and Surfaces Contracting LLCWe are seeking an experienced ADNOC-approved HSE Officer with a strong background in health, safety, and environmental management within the steel structure and fabrication industry to join our Steel Division. The candidate must have proven expertise in workplace safety, risk assessment, steel fabrication, and site installation activities. The candidate will be responsible for implementing HSE procedures, conducting safety inspections, identifying potential hazards, and ensuring compliance with applicable UAE regulations, ADNOC HSE requirements, and project-specific safety standards.
Responsibilities include, but not limited to;
- Implement and monitor HSE policies, procedures, and safety plans across fabrication workshops and project sites.
- Conduct regular workplace inspections, safety audits, risk assessments, and Job Safety Analysis (JSA).
- Ensure compliance with ADNOC HSE requirements, applicable UAE regulations, and client-specific safety standards.
- Monitor safety during steel fabrication, welding, cutting, grinding, lifting operations, material handling, and steel structure installation.
- Conduct toolbox talks, safety inductions, and regular HSE awareness sessions for employees and subcontractors.
- Identify unsafe acts and conditions, recommend corrective actions, and follow up to ensure timely closure.
- Monitor compliance with Permit to Work (PTW), hot work, working at height, confined space entry, and lifting operation requirements, as applicable.
- Investigate accidents, incidents, near misses, and unsafe occurrences, and prepare reports with corrective and preventive actions.
- Ensure proper use of Personal Protective Equipment (PPE) and safe working practices across all operations.
- Maintain HSE records, inspection reports, risk assessments, incident reports, and other required safety documentation.
- Coordinate with project managers, site engineers, supervisors, and client HSE representatives to maintain safe working conditions.
- Monitor emergency preparedness, fire prevention measures, and compliance with site-specific emergency procedures.
Requirements:
- Valid UAE driving license is mandatory.
- Valid ADNOC HSE Officer approval is mandatory.
- NEBOSH International General Certificate (IGC) in Occupational Health and Safety.
- IOSH Managing Safely (IOSH MS).
- Level 2 Award in Principles of Risk Assessment.
- Authorized Gas Tester (AGT) certification.
- Basic First Aid, CPR, and AED certification.
- Proven experience as an HSE Officer in the steel structure, steel fabrication, or construction industry.
- Good knowledge of UAE HSE regulations and industrial safety requirements.
- Practical knowledge of welding, cutting, lifting operations, working at height, and steel installation safety.
- Experience in conducting risk assessments, safety inspections, toolbox talks, and incident investigations.
- Strong communication, reporting, and coordination skills.
- Ability to enforce safety procedures and work effectively with workshop and site teams.
- UAE-attested educational certificate and equivalency certificate are mandatory (as per latest UAE MOE guidlines)
